How To Apply For A Driver’s License Online: LTO Online Application Guide

Filing your driver’s license application, renewal, or car registration is more convenient now than ever with the launch of the Land Transport Office’s (LTO) online portal called, Land Transportation Management System (LTMS).  The online system established by LTO is part of the agency’s transition to the new normal, and to make transactions more convenient moving forward. 

Whether it’s to minimize physical contact to curb the spread of the virus or to simply streamline all LTO transactions, their online portal is here to stay. 

Here’s everything you need to know about the LTMS. 

What is the LTMS or LTO Portal Online?

This is LTO’s web-based online system that does more than just schedule an appointment. All of their transactions are automated through this portal, allowing motorists to do the following:

  • Application and renewal of all licenses.
  • Online payment for driver’s license.
  • Replacement of lost/damaged license.
  • Conversion of foreign driver’s license to local driver’s license (professional and non-professional)
  • Reclassification of driver’s license from non-professional to professional. 
  • Additional restriction code or category request
  • Certificate of No Apprehension request
  • Request for Submit position papers for contested cases of traffic violations
  • Revision of records
  • Motor vehicle registration 
  • Access their e-learning module to prepare for the driver’s licensure theoretical examination.

How to register for an account in the LTO / LTMS portal?

  1. Access the LTMS portal through this website: https://portal.lto.gov.ph/
  2. On the home page, click “register now”.ltms portal home page registration
  3. Read the Terms of Use and tick the box that says you accept, complete the CAPTCHA, and then click “next”.

  5. Complete the registration details required. On the last page, click on “Create Account”

  6. A verification email will be sent to your registered email address.

  7. Click the verification link sent to your email address; you will be routed to the LTMS website.
  8. Enter a dedicated password.

  9. Log in to your account using your email address and password. 

 

Requirements and qualifications for driver’s license application

Before we proceed to the online application for your driver’s license, here are the things that you need to know and prepare prior to doing so. 

Qualifications

  1. Must be physically and mentally fit to operate a motor vehicle
  2. Must be able to read and write in Filipino and/or English
  3. Must have passed the written and practical examination
  4. Must be at least seventeen (17) years old
  5. Must be a holder of Student-Driver’s Permit valid for at least thirty one (31) days from the issuance / expired foreign driver’s license / expired non-professional driver’s license for more than two (2) years.

Requirements

  1. Duly accomplished Application Form for Driver’s License (ADL)
  2. Presentation of a copy of the medical certificate. (Electronically transmitted to LTO by the accredited medical clinic)
  3. Original copy of valid Student-Driver’s Permit
  4. For applicants aged 17 years old, one (1) original copy of parent’s consent or affidavit of a person having custody/care or supervision over the minor applicant authorizing the applicant to secure a student permit with the presentation of original and submission of one (1) photocopy of any valid government-issued ID of the parent/affiant with photo and signature.

How to lodge a driver’s license application?

  1. Log in to your LTMS account.
  2. On your LTMS dashboard/home page, click on the  “Licensing” option. 
  3. You will be asked to provide a medical certificate, which is one of the requirements in applying for a driver’s license. Click “Add medical certificate”, enter your medical certificate number, and click the “verify button”.
    For your information

    Make sure that your medical exam is conducted by an LTO accredited clinic. The medical certificate number provided by LTO accredited clinics will be recorded in the LTO’s database. Medical certificates that are not from the said clinics will not pass LTMS’s verification. 
  4. Select the driver’s license type you wish to apply for – new or renewal.
  5. Complete the application form. 
  6. Upload the required document.
  7. Once done, the page will display the total fee for your license application or renewal. Click the “Apply Now” button. 
  8. Choose an appointment date and location (LTO branch) to complete the final steps of your license application or renewal. Then click “Proceed to Payment”.
  9. Choose a payment method (BancNet/BPI Online/GCash/UnionBank Online) then click the “Proceed to Summary” button.
  10. Review the summary of your application request and transaction. 
  11. Click the “Finish Transaction” button to proceed with the payment. 
  12. Read the disclaimers for the payment and transaction, then click the “Accept” button to proceed. 
  13. A summary of your order and the breakdown of fees appear. Read the Terms and Conditions then click “Next.” 
  14.  Click the payment method you’ve chosen to proceed to the third-party site to complete your payment. 

E-learning website

This section on the LTMS website is a self-help option for individuals who wish to learn the dos and don’ts of the Philippines’ traffic rules. This section also allows you to conduct a practice exam to prepare for theoretical exams conducted by LTO for licensing.

It’s easy to access this resource page, you don’t even need to register for an account. 

  • Access the LTMS portal through this website: https://portal.lto.gov.ph/
  • On the upper right-hand side of the screen, click on “E-Learning”, a drop-down menu will appear and you can choose what type of information you want to learn. Or you can take the theoretical exam to test your knowledge.’
